The Observatory for the Validation of Professional Competence (Observal), since its inception in 2008, has had as main objectives the analysis of procedures for the accreditation of professional skills and learning acquired through non-formal and informal ways of training and work experience, and its implementation in the autonomous communities of Spain.

One of the main occupations in which we are very involved is the promotion of the competences of those working people who for various reasons did not get proper training and consistent with the jobs performed.

The current situation is an impetus for conducting this conference as an appropriate setting for tuning the framework for the best conditions for the recognition and better qualification of the working people, and especially to the high percentage of people who are unemployed due to lack of opportunities to find a job because of their low-skilled.

"Observal 2015" will drive the processes of qualification and recognition of learning and skills acquired through experience,from the analysis of the context and current time, and generating the commitment of the agents involved in this task for achieving modern and competitive society, social responsibility, sustainable, and consistent with the objectives of the strategy «Europe 2020».

We understand the convenience of this international conference as a strategy in the short and medium term to achieve the Council's recommendation of 20 December 2012 on the validation of non-formal and informal learning. We believe that the principles that regulate this recommendation are the subject of collective reflection and open debate among professionals and stakeholders to improve employability, professional qualifications and the quality of life of European citizens.

  • Responsibility: we are committed to the promotion of processes recognition of non formal and informal learning and this makes us responsible for our actions. This conference is a significant commitment to support it.
  • Inclusion: The plurality of contexts and diversity of professional practices move us to promote opportunities for exchange of experience through discussions, forums and points of view of those who want to be part of this initiative, without exclusion for reasons unrelated to the principles of equity.
  • Accessibility: This conference is open to all people and accessibility to all who wish to participate in it. The place where the event will be performed as well as the conditions are guaranteed in this way.
  • Sustainability: All the time a commitment to efficient use of energy is used, and a responsible consumption of resources used in the development of congress.

Aims of the Congress

  1. To promote the recognition and accreditation procedures following the guidelines of the Recommendation of Council of Europe 2012.
  2. To analyze the experience of the processes of recognition, validation and accreditation of skills acquired through work experience and formal and informal ways of learning developed in the autonomous communities.
  3. To submit the European guidelines for the recognition procedures and accreditation of non-formal and informal learning.
  4. To reflect on the current state of employability and the labor market under the demands of the objectives of the 'Europe 2020' strategy.
  5. To discuss the potential for further professional qualifications and review the updating existing ones, and their relationship to the productive sectors of the economy.
  6. To report on progress and achievements developed from the Act on Professional Qualifications and training published in 2002.
  7. To promote career counseling and skills assessment as strategies for building career paths according with labor market needs.
  8. To share experiences in the field of vocational guidance and training and skills recognition carried out in the different regions, as well as third sector organizations and non-governmental entities.
  9. To guide to the improvement of qualifications and recognition of competences acquired by non-formal and informal channels, as well as models of professional career counseling and skills assessment.
  10. To reflect on the state of art of the active employment policies, training, qualifications and recognition of non-formal and informal aprendizjes.
  11. To participate in the discussion and exchange of ideas between people involved in different contexts in relation to training throughout life.
  12. To cooperate with the productive sectors in the implementation of information systems, guidance, training and accreditation.
The International Congress Observal 2015 is organized around four major areas or axes of the specified aims. These four dimensions will be developed in the following areas:
